Been doing a lot of interet reading on safe timing numbers but most I am reading is all dealing rib upper rpm wot timing, my factory 05 table has a lot of negative numbers down low, what's it safe to bring these up to?

Timing is relative to pulse and rpm. There is no defacto number to run or not run. You should look at a timing calculator to best determine max timing with a given pulse and rpm
If you are using EFI Live calc, I've found you usually makes peak power 55-60% BTDC at WOT and 35-40% in the cruising ranges for best fuel mileage.
I'm going to try a couple of things from this paper to see what effect I can get mpg wise. It's an interesting read
