We recently tuned a C6 and it appears as if the lowest you could set the fans to come on is 19x. Is this right or am I missing something?

yes, its a hardcoded turn on point as far as I know...the only way around this would be a custom OS which im sure they will work on at some point.
It doesn't have to be perfect, it just needs to be done in two weeks...
