It looks like with the settings and tables there you would be able to. Should be a lookup bias table you could max out so its only factoring in the GM VE calc'd stuff for fueling right?

Does the old 'fail MAF' method work?
set it to 0 hz and let it fail? Yes but theres a code and emissions doesnt like that

so disable the codes for MAF
if you set to no SES and #3 no error, it wont actually run full SD, right?

The easy way to verify if your run full SD, is to set the MAF table to a silly (but legal range) value like 1g/sec across the full range. If any of that is taken into consideration, obviously the car will stall. If it runs off healthy SD numbers, then it is ignoring MAF as intended.
In my experience if you set the codes to no error then the MAF will not fail. You can disable the SES light but if P0103 is not set you're in MAF mode. You can log air calc mode and see if it's in SD or MAF. I'd just put it in MAF mode when you go in for inspections.

Thats what i do now, but if I didnt have to keep having guys stop back in for their emissions tests it would save me probably 50 hours a year. Thats about $5000 in labor hours haha

A code present won't fail a vehicle typically unless the MIL is commanded on.

I love not having emissions testing.
In PA, you can have one readiness test not set - even with my 2012 Impala just, I passed emissions testing even though my "Oxygen Sensor" readiness test was still marked "Incomplete". Getting the "Oxygen Sensor" readiness test set is a bitch on this car!
If you really want to avoid the issue completely, you can just set it up so that readiness tests always show "Complete"! :-) Although, I think I've read that you can't do that anymore with some of the newer vehicles that you need 2.25 for. Not sure if it's a limitation with the newer vehicles or with 2.25 though. Anyone know?
