Not familiar with the LS2 tune, but look for a delay below a given RPM and lower that value.

Step one is getting your Dyn_air model (speed density) correct under all steady state conditions. If you "tuned" the SD tables by randomly driving around on the street, it can lead to incorrect transient behavior.
