Cat and Evap test shows n/a! WTH?

Had a C5 Vette come in with a failed emission test and when I scanned the file, and looked at the readiness tests, it shows Catalytic converter and Evaporative Emissions test as n/a. This car doesnt have the option to enable or disable these tests. I know this is a touchy subject, but is there some other way of enabling these? Thank you.

If it's a C5 then it does have the ability to modify DTC behavior. If you
disable certain tests that the readiness "rollup" requires then it will be
in turn disabled by that. Probably means somebody wasn't as clever as
they thought. Usually people don't mess with EVAP and a disabled code
there probably means there was a hardware issue (or loose cap) that
somebody decided to ignore instead of fix.

I checked all the DTC status' and none of the evap DTCs are shut off. They are set to MIL on second error right now, but theyre not showing "not complete". They are showing n/a. Very puzzling. Wondering if I need to just have the dealership return the vehicle to stock and start again.
