After checking voltage to pedal and t/b, swapping t/b and pedal and ECM...none of those worked. Customer has a aftermarket system for his fans and once I disconnected power to the fans, voila truck fires up! and has throttle now.

Relocate the ground from the driver side inner fender lip. I think I moved it to the firewall last time I seen this.
