Alternate Pedal table

Anyone know why this 06 sierra would be stuck in Alternate table, Desired Throttle area.
Regardless of what's done, the max throttle is 69%.

On every truck I've scanned, throttle is fine, this particular one insists on using the Alternate table.

Here are the two tables, stock form, doesn't change when the Alternate table is copied, or any other changes.

Have you checked for any dtc's in your data log?

Ever figure this out Allen? my 06 silverado is doing the same thing.... any help would be appreciated!
