PCM VE table doesn't match 3bar rtt VE table

I'm not sure what I'm missing here.
RTT has been around for a long time and we use it all the time.

    Truck:
2000 Silverado, 3bar, rtt works, but I can't use it because I'm noticing that the RTT VE table is about 30 points higher than the actual VE table in the PCM.
The scanner pulls from the pcm of course and the table it displays in the scanner doesn't match the ve table when viewing it in the editor.

I swapped pcm's just to be sure it wasn't anything funky with this pcm.

Just tuned a 2001 camaro rtt and it works just fine.

    Any suggestions, thanks,

I really hope it's something easy that i'm over looking.

There are really no units to change, they match btw.

    Here's a pic.

Now this is a totally different pcm, it's a 411 instead of the pcm in question which is a 4896, was just curious so I flashed one on the bench, 3bar'd, rtt, used the scanner and look, the tables are different.
Never had to change units or imperial or metric, not that it's that, anyone?

Anyone ever find the probem? I have the same issue and tried different Ecu's, different OS. (currently running 3 bar OS)
found a few other forums about this but never the solution. Ill add some screen shots shortly
    Thanks!
