I see the "double click to lock" under the Controller tab, however, is a Write entire required because the vin/vats/lock option isn't available.

There is.

3.0 lets you control the lock status of each controller individually, unlike 2.24.

On the Tune Details form, click the Controllers tab. Find the controller you want to lock, and double click the <<Double Click to Change Lock> text.

Now to apply this to the pcm/ecm, is a Write Calibration only or Write Entire required?

For the older LS1's, we'll be adding the VIN/Vats/Tuner lock option back into the drop down selection when you write a controller. Looks like we missed that one.
