mpvi3 not interfacing

good morning all i purchased the the mvpi3 to do some tuning on a engine swap and cannot get it to interface on windows7 pro for the life of me. I have downloaded everything got with support ticket # 424811. i have un-installed everything and re installed the program and drivers including the ones from support and still it will not interface. i have done everything i have found in support hoping someone has a trick i can not find
