I think I'm running into this issue for a 2015 Camaro SS as well. Just o2 sensor codes after turning rear o2s off from the customer deleting his cats.
I'm experiencing something similar with a 2013 Challenger 5.7 manual. Anytime I even just make a simple adjustment such as turning skip shift off, the car starts up in limp mode.

I have to leave 2.25 scanner open all the time on my laptop so I don't lose all the pids that I have chosen to log. I can't save it or it'll crash.
I've not had any issues lugging it down to 1000 (knock on wood). I did have a truck that would still walk up hills in overdrive at 900 rpm. Sure miss the torque of that one!

It's hard to say without a scan to see what your cylinder airmass is below 2,400rpm.
