I can't see any good reason to do this. I personally try to stay off the rev limiter if at all possible, it's there for a reason.

Coolant temp showing -38 degrees is likely a wiring issue. That is the number the P01 PCM generates when the sensor is disconnected or wiring is shorted.
I flashed a 2003 Silverado (P59) that had flex tables in the OS and would take a 3 bar OS. The owner didn't have a flex sensor on the truck, but all the tables were there. Factory OS 12579405.
