1999 Blazer with 0411 Pcm plus marine intake no Start!

Hello I just performed a marine intake and 0411 swap on my blazer. Now when I try to start it the engine lugs down ,won't start, and chuffs back through the intake. I reprogrammed for the higher flow of the injectors. I have double checked my timing on the distributor which is brand new. I have checked for spark which is good. I wired using a diagram I got from lextech. I have double checked the wiring to make sure I got everything right. I have ckp and cmp signal reading on vcm scanner. fuel pressure rises to 58 psi with the key on engine off and holds at 50 psi when the fuel pump stops spinning. I have pulled my plugs to check for flooding. plugs are dry. Seems like a timing issue but truck was running before I made the swap. Also if I push the accelerator down during crank the engine stops lugging which is why I thought is was flooded. I'm not really sure what else to check or try any ideas?
