Pictures of manifold, hotside, turbo mount/placement? There's a lot to be said about placement, hotside, etc. and turbo efficiency.
Most of the time I prefer to tune turbo setups to maximize NA power. That seems to be the best overall approach to building boost. Retarding timing will increase your exhaust temps but at the expense of making the engine feel underpowered. Its a completely different scenario on a trans brake so can't really use the same approach for a normal street driven application.

edit: Dude that turbo's not much bigger than like Honda D16 stuff, you shouldn't be having spool issues.
I'm putting it back on the hoist tomorrow to have a look. I took measurements last time of preload, i'll dig that up to see if somethings moved. While I'm there i'll check if the wastegate is sealing.
I've got a 3582 that came off it and ran sweet. Bloody tempted to through it back on.

Alright fella's, I think i'm getting somewhere now. Overlaid a log with my old genuine Garrett GT3582R. Nearly got it the same. Close enough anyway.
After pondering this in my sleep last night I think I've got to the root cause of my issue. I'm so used to driving a PD blown V8 that I expect full torque at 2000rpm. And in that car my normal driving rpm is 1500-3000. Going back to a 6cyl I need to realise it needs higher than that to meet my torque delivery expectations.
I'm going to unlock the converter and see if that makes me feel better.
I would think 3-4 psi from 2500 to the point the knock off catches up would be enough to feel.

Not out of steam but only just hangs on for the ride, duty cycle at 90%. Same boost on the new turbo duty cycle is 30%.
Ah hah! I'm not losing my mind. Boost vs. rpm is fine. Boost vs time is a WAY different story. Takes 2.5sec longer to hit my boost target. I can't get anymore timing into it. Cams are ball park. I shouldn't have put high comp pistons into this motor.
