Can't Write To Vehicle But Vehicle Is Licensed

When I try to write a new file to my ECU it says at the bottom unlicensed vehicle. to I recently had someone look at my tune file then email it back to me. It would only write if I chose "Write Entire". That tune wouldn't start the car. So I took another file I had and tried to write it. First time one file said "Failed" and wouldn't write because I have two ECUs and this file came from the wrong ECU. Finally I took the file I sent to this person and saved it as another file but when I went to write it at the bottom it says Unlicensed Vehicle even though it has the same VIN.

Did I mess something up by writing the tune in "write entire" mode?
