How to hold gear on decel?

I want to start off by saying, I know what I am doing is not "correct" or right, or even a great ideal. But my truck has a reman engine in it that clatters like a 12v cummins, and in need to blow it up before warranty is over. I have a 2000 Chevy suburban 1500 5.3 4x4. I am trying to make a "race mode" tune where the truck will up shift as late as possible and down shift as early as possible very much like a video game. I have all the shift points set up how I want them and it shifts correctly. But the issue I am having is when i let off the throttle the engine will drop to idle, then when I get back on the throttle the engine will free rev back up to where it was. Is there anything in the tune that i can change to have the truck hold gear on decel so I have engine braking. How does the transmission do it when you manually down shift? Thank you everyone who can offer any advice.

It is done hydraulically through the manual valve, not something you can control electronically.

That would be the lack of applying the over run clutchs?
When you leave the shifter in 4th its just going to do what your experiencing.
