Never had any troubles like this on the 14-18 v8 GM trucks. No matter what I do the blade will not stay open.
Did all of my normal adjustments with only moving torque values up as much as needed. Had the VVE pretty well sorted even which should not be a issue on a stock engine with 4-5psi.
if its still not sorted , sent me the stock file plus the last tuned file and the last data logs with all pid neccecery ..

It's limiting torque to what you told it to in your "Driver Demand" tables. Raise those and your throttle should open. Also dial your VVE table in for more accuracy.
