Twin turbo 6.4 Hemi Tuning issues

So first the build is as follows SBE 6.4 hemi on 6psi of boost running twin turbos. the car is running a Holley sniper race manifold, brisk 2 step colder plugs, water methanol injection. 92mm throttlebody, 1000cc injectors. The issue I am having is I am just getting into the tuning world so i have not tuned any vehicles yet but somewhat know what I'm looking at. the problem is the guy that tuned my car before has left some serious issues for me to deal with now. during a forth gear pull at about 4900 rpm's my engine is at 14 degrees of knock retard. I do know he is using the neural network and not ve tables. Any and all help is much appreciated. I will also be attaching my last log taken that includes a couple pulls as well as normal driving.Drive 2.hpl
