2009 Mustang GT 02 Sensors Wont Go Into Closed Loop Operation

Need some serious help here.Emission Monitors will not reset and it does not look like the O2 sensors are going into Closed Loop Operation

2009 Mustang GT
Whipple Supercharger
JBA Long Tube Headers
Tremec 6 Speed Transmission

I was able to pass emissions after build. I got lucky. I was blowing P2196 codes and was able to go thru drive cycle without code long enough to get thru emissions. Went back to tune shop and they adjusted transport delay. Have not been able to get to closed loop since. It has been about three years.

Current Transport Delay is 12%. Can somoen review this tune and tell me where my issue may be? Thanks in advnce. Now how do I attach a file to this post? I think I was able to add the file. Thanks.
