In the NEW upgrades section of the HPTuners web-site it shows adding a year/model type to a serial adapter as $199. Is there a way to add a single vehicle/VIN to a serial interface???

-no, the vin licensing is only for the usb interface users.
It doesn't have to be perfect, it just needs to be done in two weeks...
