Could this be a blank computer?

Trying to turn off the VATS for a buddy on a swap he's done.
I got the enter vin and initially hit cancel and download, but only got the parameter shown. I then entered a vin and still saw no ECM info.
Is this a blank computer?

Are you using the most up to date 3.6?
I'd try connecting to the vehicle again and read it with high speed mode off.
2016 Silverado CCSB 5.3/6L80e, not as slow but still heavy.
If you don't post your tune and logs when you have questions you aren't helping yourself.
