2005 GTO with new tune--no start

I just received my PCM and TCM back from $#@%$ the second time. This time, When I turn the key on and it runs thru system check, there is a loud beeping and a service vehicle soon message? Turn the key to start---nothing happens. No trouble codes. I don't hear the fuel pump running either. I did the key pair routine and that didn't help. The previous tune at least ran the car, just no converter lockup, cruise. I have HPTuners if it is possible to fix this with a computer. I did check fuses and did not find a bad one.
Any ideas??????
