E67 Crate Engine/harness. Fans come on, but won't go back off until turning key off

Here is the current tune. I have the fans set to kick on at 206* and they do that just fine.
Then I can get the temps to drop as low as 192* and the fans are still running.
I was logging the status bits for Fan 1, Fan 2, and Fan 3 and they all read off until the fans kick on and both 1 & 2 go green and say on.

If I use the bi-directional controls I can kick the fans off and they stop and the status bits switch to off. So I know the circuit is working right. I just don't know why the PCM is not commanding the fans to stop below the set point. Any ideas to try?

compare with a E67 PCM like truck or I think Cadillac CTSV

your enable ECT A and disable are really low
change to 255 for both
enable ECT HI change to 266 disable 262

see if that helps.
