VCM editor won't run on Win 98 laptop

When I updated to the newest version of VCM suite(2.0.17.0) from VCM 1.7 the program won't load. The scanner works but not the editor. Message pops up that says "An unhandled exception has occured in your application"

Already tried removing the whole program and reinstalling.

The application must also be compiled with debugging

i believe 2.0 requires at least win 98SE or better
