Solenoid Program even on stock unlocked TCM?

looking into a friends truck (2017 Silverado) 8l90e , he had his original factory TCM shipped to HPT for and unlock, his tuner said his tune can't be finished until he gets it "programmed" i was under the impression that was only necessary when using a non factory VIN tCM??

I'm assuming by that the tuner means changing shift points, pressures, etc...
