    TUN or fast learn?

I had to get a T87 separate from the trans for my swap (no ECM or TCM included). Do I need to have the TCM flashed with the TUN on the sticker on the side of the 8L90 or can I just do a fast learn?

You will need to flash it with the proper TUN info.

    THAT!

    And then a fast learn.

8L90s have enough shift issues when they are set up right....they can only be worse if not set up right.

Can HP tuners do that or is that a dealer only thing?

You just need a decent mechanic with an MDI and some knowledge. As long as the T87 has a compatible OS you can just run it but it will shift better if the solenoid info is flashed.
