I am wanting to take a tune from the repository, make changes to it then load it into my ECM. I have already used 2 credits to set the ECM up, can I just load my "new" tune in? I am converting a 1998 Vortec to a 411 ECU.

You'll have to use 4 credits total. Two credits will unlock the PCM, then two more to allow you to change to the Express Van OS.
Just copy from the tune repository to your pcm. Takes a little bit of time but it is pretty easy.
