4L80E Segment Swap.. TCC not locking up... what is going on?

I did a 80E segment swap, noticed the TCC wasn't locking up...

I read from a person that the donor file they used was "corrupt" which caused the TCC to not lock up. So I downloaded a different tune file (with the same OS) and did the 80e segment swap. Same thing though - TCC won't lock up. I did it a 3rd time, and the TCC is still not locking up.

When I use HPTuners scanner, I can manually lock up the TCC no issue at all, but for some reason the tune will not lock up the TCC.. I have double checked the brake sensor - and it is giving the PCM a 12v signal when the brake is not pushed in (which is how it should be)

I also saw that false misfires could cause this issue. I maxed out all of those tables, but still the TCC will not lock up.

    Any advice? Tune attached
