i cant change the vin everything else works fine
Tyler, the PCM may have had a previous tune installed,and then locked, and cannot read the VIN. I have bought PCM's from the wrecking yard,and tried to program a new VIN with my Tech2,and it tells me the VIN is in another format. previously tuned and locked VIN. Just a possibility

What year is the OS for the PCM? HP Tuners doesn't allow incorrect VIN's to be assigned to an OS that didn't use it. For example: you have a 1996 whatever and 411 PCM. The oldest 411 PCM I'm aware of didn't come out until 1999. As such there will be no VIN's that work for any OS on any 411 PCM.
There are other applications that can write most any VIN to most any PCM - however that doesn't play well with how HP Tuners licenses the PCM. This isn't a big deal unless you tune enough vehicles to get unlimited (i.e. year / model or generation) credits.
