    2000 Z28 6M 2500 rpm idle with A/C on???

I recently got HP Tuners again, I had it and tuned many cars, back like 10 years ago, but since have forgotten pretty much everything. Anyway, I have a 2000 Z28 6M (stock except for SLP airbox lid), and when the A/C is on, and its not at operating temp (between 160-200 degrees), it tries to idle at like 2000-2500 rpm for several seconds after touching the gas pedal. So it will idle at ~800 rpm, but if I barely touch the gas pedal, it will go up to 2000-2500 rpm for 5-10 seconds. While idling through a parking lot, I have to ride the brakes, otherwise it will get up to 15-20 mph without touching the gas pedal. I checked my desired idle speeds with A/C on, and its all at 1000 rpm or lower. Is there a table I'm missing, or some idle modifier that's causing it? Stock tune.

I would check to see if there are any vacuum leaks first since it is stock.. and then take the iac motor out and command different steps and see if its working properly via the vcm controls function in the scanner.
