E78 l96 throttle pedal problems

trying to get engine and trans going for a swap trans is not attached at the moment.
The problem im having is the throttle pedal is not opening the tb blade more than say 20deg.
Is this normal till the engine scenes that its in drive? or a load,, ive looked all over the net and was not able find anything.
any help would be appreciated also if anyine has the ecm pinouts that would be grate

For future reference I figured out the problem,the transmission was not plugs in and the speed on hptuners was at 158 because it didn't have a signal so it wasn't letting the throttle open with not reference of the gear or speed the ecm was not letting it throttle up.
