If i buy this for reprogramming my chevy's can it be used as a everyday generic scanner / mil clear without having to buy credits or paying extra?
Not reprogramming, but say a friend stops by with a check engine light on , can i scan the codes for him and clear them like i can with my current hand held?
Yup, you can totally do that.
3.2 can do just about any vehicle out there now. Some things might be limited for scanning but you can plug it in and use it as a code reader.

Scanner will work without any credits being used. It will also work on many other vehicles. I used it on my GF's Volvo and it worked for logging SAE parameters..
Ok thanks guys, i want to get this to disable the DOD on my 07 Impala SS , clear the TAPs on the transmission,, etc.
I don't know much about what it will do transmission wise. Disabling DOD it will do.. takes editor and credits though.
