I am sure there are many capable calibrators on this forum. There are many stock Ecoboost tunes in the repository as well.

If someone did do mail tuning for you than you will still need to have your own Hptuners cable to flash it on your car. This also means both you and them will need to license your VIN

Not entirely true, you could buy something like the nGauge.

Hawent messed with the ngauge, but it would still require additional hardware on the car owners part.
