Fuel pump duty cycle 2007 mustang gt

I finally got to the drag strip this weekend to see how my new combination runs (2007 Mustang GT with the engine listed in my signature). The engine ran like it was running out of fuel. AFRs would go slightly leaner and leaner at every gear change. I log fuel pressure and fuel pump duty cycle. My fuel pressure goes to 50psi and holds while the commanded duty cycle goes to 50% and never moves at WOT. The fuel system is stock. Stock injectors, stock pump, stock fuel lines etc.

I read somewhere that the fuel pump duty cycle PID that I'm logging has to be multiplied by 2 to get a real value. If that's the case, then clearly I am running out of fuel. Can anyone confirm the multiply by 2 thing?

Yes. 50 on that PID is 100% duty cycle.
