won't enable pe

Need some help, I have a boosted 3100 malibu, as the title saids, it won't enable pe, I have my closed loop set at 14.2 for 90-10, got power enrichment set at 11.5 , checked all the setting in pe , tiny tuner , delay vs tps at 0 25 tps, enable at 30% 1600 rpm, enrichment set to 1, pe mode delay at 1600. out of ideas.

fuel pressure was low, changed the pump, solved the problem.
