not seeing close loop while regular driving

hows it going guys so i just put my motor back in my car and she wont go into close loop unless I start driving her aggressive and no matter how much fuel i take out or even put in she automatically just goes rich while driving at a cruising speed unless i blurp the throttle a little but then she goes back rich again. car is a 02 Trans-AM stock ls1 bottom end, JFR custom blower cam, untouched 243 heads and stock ls6 intake. I havent installed the procharger yet because of this issue. Its a 2bar SD tune with the 12615136 sensor but with the key on engine off shes showing 0 on the log and my 02 sensors and floating around the 447 area does anyone have any idea what it can be?

What do the O2 sensors do if you force closed with the scanner bi directional controls?

Describe the exhaust system and O2 sensor location. Using extensions, cut/spliced wires, or Vette rear O2s?

Can anyone tell me if there is a main ground to the o2 sensors? Also can someone explain as to why no matter how much fuel i add or remove she still wants to be around 13.4?
