Going Carb and Need to Pass Inspection

I have a 5.3 LS in a 99 Sonoma and I will be running Carbed with no emissions and a turbo 350 but I would like to pass the E-Check "Ohio Term for Inspection". Can I do that by deleting everything out of the PCM so they cant read any check engine code and will that allow them to see all monitors are set to scan? If not then what can I do so they cant see anything to be able to pass the emissions?

Also can I use the PCM to control the fans even though it wont be controlling anything else?
