Late shifting

I'm having difficulty getting my shifts correct. I've finally got it shifting before the rev limiter kicks in, but now it still shifts way too late.
I have the WOT shifts set at 6200RPM @ 51MPH
The log shows it shifting at 6407RPM @ 57MPH

What am I missing here?

shif_log.hpl It's not the best log, I appologize, but you can see it's going 200 rpm above rpm limit. Also, I'm only logging calculated gear ratio at that time and not commanded current gear.
