reading above 0% tps at idle. DRIVING ME NUTS!!!

Lately I've been plagued by a vehicle that refuses to cooperate. Has anybody else had issues with tps sensors/ throttle bodies that cause .784% at idle? This car has a nick Williams 102. I'm going to try a different sensor but the same car had the same issue with a fast 102 throttle body. Driving me nuts!! I know the voltage has to be below a certain point and yes that's all good. I resets to 0 fine and at key on engine off it's at 0%. Check out the log, it has me believing there must be play between the sensor and tps shaft on the tb. I REEEALLY wish HPT would add a tps % threshold for what the pcm considers idle. Im not even sure that's possible by man would it help. I've seen this more than once with more than one car. PLEASE HELP!!!!
