can't get oxy sensor monitor to set...stock tune

Maybe I'm missing something. I've put 2100 miles on it going through the correct drive cycles and can't get oxy sensor monitor to drop in. Its an 07 srt8 cherokee with a cold air kit and a cat back. There are no pending codes, no history codes, and I don't see where the ecm has been played with. Hopefully one of you guys will see something.

    1. Key on engine off for 20 seconds
    2. key on engine on for 2 minutes at idle
    3. 2 0-35mph accels. with light throttle
    4. 2 0-45mph accels. with medium throttle
    5. 2 0-60 mph accels with heavy throttle
    6. cruise on the highway at about 60 for 15 minutes
    7. come home let the truck idle for another 2 minutes and try the state inspection again.

I'm assuming that I can just click a check box in hpt to have the ecu show ready on all monitors, but haven't tried this before on a dodge product
