99 2 door tahoe LS Swap fuel gauge pegged at 3 o'clock position

I swapped a 4.8 into my tahoe. I re-pinned the 0411 PCM into my stock harness and added wires to make it work. Everything is working fine except the fuel gauge.
I did the 0411 PCM swap when I was running the 350 Vortec. I grabbed that 0411 PCM with the 350 tune and hooked it up, turned the key and fuel gauge works fine. I take the Fuel System calibrations from that PCM and load them on the GEN 3 tuned PCM but nothing still pegged at 3 o'clock.

What else do I have to do?

Your initial description seem confusing. Is this what happen(ed)?

    1. 350 vortec and 0411 pcm fuel gauge works fine
    2. 4.8L and 0411 pcm gauge doesn't work

If you didn't change the fuel tank / sender or the PCM, what else changed? Did you miss wire / pin some wire in the harness?

350 vortec and 0411 PCM - Fuel gague works fine
4.8 with a different 0411 PCM from a 2002 suburban - fuel gauge does not work.

350 PCM has a couple of drop down menus in the fuel system tab that the suburban 0411 pcm does not have.
I had to use the suburban PCM due to me not being able to licence the 350 vortec PCM because the serial number was corrupt
