High Idle Problem

This might be a little different that what I have found on this forum, but I could sure use some of your help. Here it is I am replacing a small block 383 with a L94 engine in a hover craft.... it is in and runs great but there is one function that the 383 with the carb had that I can't seem to trick my way through on this new motor. The Old 383 had an electric solenoid that would hold the engine RPM at 2100 rpm basically a high idle kicker solenoid. So I have been trying to get this new motor to do it using the different Idle setting for Park and gear, but I ground the Park Neutral pin on the ecu and it doesn't change the gear. Any one have any suggestions I also thought if I could select a different throttle mode based on a wired input I could raise the idle that way but I don't know how to change the modes. Please I could sure use some help.
