02 cavalier l61 not targeting proper PE AFR

First off, I don't have my wideband hooked up yet because I don't have a second o2 bung in the exhaust yet. I've noticed in my scanner (Air fuel ratio commanded lo res) that it's commanding richer than 13.0 at wot. I have the IPW Multiplier vs VAC table set to 1.0 across the board. I have my Base AFR vs ECT table set to 13.0 across the board and my Multiplier vs RPM set to 1.0 across the board. I have all emissions related tables and multipliers disabled so I'm stumped as to why it's showing a commanded AFR richer than what I have set in my tune.

Edit: I've also noticed that the 2001-2005 cavalier tunes do not have a COT protection table. Is there an update that would gain me access to all of the tables that modify PE?

Post a tune, log, and config. That'll help a lot.

We can't confirm it's COT protection, but I've noticed on most jbodies, the longer you are in power enrichment, the lower the commanded afr lo res drops.
