pcm replacement

replaced the pcm in my car due to some weird issues and I programmed the correct vin to the pcm with my mongoose, which worked fine, so i tried to load in my tune and now it is asking me to license the new pcm ?? I thought if I swapped out to a diff with the same vin I wouldn't need to relicense is this normal or did I mess up somewhere?

Completely normal. Think of the licensing as applying to the specific PCM rather than the VIN (even though that's how the software shows it).
