GMPP E67 PWM help

I am working on a 69 Camaro with L92 and GMPP ecu and harness. I have been trying to get the ecu to control the fans via a c6 corvette pwm module and I am not having much luck. I am running two spal 13" fans in parallel. I was hoping someone could look at the tune and make sure it is configured correctly. I am pretty sure it is all hooked up correctly:
J3-64 is connected to pin 6 on the pwm module
M+ is connected to fan +
30 is connected to battery
31 is connected to ground
M- is connected to fan -

I have checked all the grounds, power, continuity on wire from ECU to module, tried different fans, tested the module in my corvette.... so hopefully its the tune otherwise I am out of ideas.

I copied all the data from 08 vette for the fans then changed the fan% vs ECT and ac, otherwise its the same.

With that setup (E67 and Corvette Fan Control Module) the ECM fan control circuit is J3 pin 49 (not pin 64 - which is a non-used circuit).
