Another 98 F body, fuel gauge stays at full

It has an 02 pcm swap & an 02 SD calibration (From 12212156). I set the fuel gauge output to enable pwm @ 60hz. Still nothing... Ive searched all over and I found where HP posted the settings I have and a lot of threads about segment swaps. Am I doing something wrong or is segment swap the only fix? Thanks guys!

With 2.25, you can do the segment swap in the software.

2.25 is currently in beta, and you can get access to it by emailing support and asking for it.
