    What are your mods?

I had this issue and found out that the 13/14 coyote was unable to "trick" the computer but you could possibly do so on the 11/12's.

From what I undertand, if the tune is sound, your evap will ready if you have 3/4 tank of fuel, do a cold start (car sat for 6+ hours) and immediately drive the car at a constant rate of speed higher than 30 MPH for up to 10 minutes. The evap can only ready within the first 10 minutes of vehicle operation and the prerequisits must be met in order to do so.

I'm guessing it's because I have ltft disabled, I'm thinking that the o2s and o2h is for the front oxygen sensors and since the longer term fuel trim function is toggled off it's preventing them from readying. Anyone know anything about this.

Definitely enable LTFT. I have found the monitors do not like to go ready if it is off.
