TPS will not read 0% when foot is off the throttle - 06 GTO

Working on a transmission shifting issue when we noticed that the TPS % remains around 15% with out being on the throttle. Is there a way to change the TPS % to 0% when not on the throttle using HP Tuners? 2006 GTO LS2 - 4L65E transmission. Also, does the transmission use TPS for WOT and partial throttle for shifting?

Electric throttle cars are never at 0% since they use the TB blade to control idle speed as oppose to cable driven which use an IAC valve. Scan ETC pedal.
