We have e test in Canada and so on so all the stuff has to match? How do I make this work?

2003 is a different pcm so no. You need a pcm from a 99 to 02. If you had the file from your fried pcm you can write it to the new pcm. If not you will need to get a file from the repository and write it in and then change the vin.
