4.3l Turbo upgrading to 0411

Hello guys, First post on the board. I've gone through the sticky, read maximum boost by corky bell and fairly familiar to VE tables. I have a 1997 with tunercat and due to its limitations of speed and resolution I'm looking at wiring in my unmolested 0411 out of a 2002 4.3 5spd.

Considering I'm OBD2 I want to pass emissions to make it a street car. To the best of my knowledge I'm allowed one not ready and I can pass with no CEL's.

Can I tune the program to allow me to Pass without an EGR, and EVAP? The newer vin and ecu will be overlooked with a receipt.

1997 S10 pickup with a NV3500 5speed
Engine Forged pistons and H beam rods
Heads have larger valves, porting, comp cams reverse duration cam and top end

4.3l V6 reversed manifolds into a t4 housing .68A/R, 70mm cold side 3" exhaust out single cat
Intercooled running 2.5" piping. Tial wastegate, and BOV
Fueling 75lb injectors with a 2114 manifold being fed by a walbro 215 booster pump through -6AN line.
IAT is an MSD thread in. Setup to run Speed Density without MAF

NO EGR, EVAP, MAF

Would love to dream about running in closed loop. All brand new o2 sensors running an AEM wideband just after the turbo.
